I think the 'Good Ole' Boy' club is firmly in the pocket of the Bush camp. In fact, they may well have a hold on Bush's own pockets.

It's amazing what a single individual can accomplish if given resources to do so. Again, I don't know the specifics. However, perhaps it's prudent to withhold commentary until more is known. For example, is the individual living with his mother because she's ill? Does this individual have solid connections, particularly connections for financing, into and for a community where this oil might be needed? Is there something wrong with government assisting an entreprenurial venture? Did Senator Slade Groton ever help out Microsoft, for example?
