Wasn't New Hampshire ordered by a judge to fund special needs students? And didn't the state have tremendous difficulty doing this due to the heavy burden of property taxes? And isn't it true, given the absence of a state income tax, that some communities in New Hampshire have better schools than others precisely because it's the property tax which helps fund schools? And isn't it also true that New Hampshire, over the past two elections, has elected a Democrat, in part because of some of these difficulties?
