Of the many cases accusing traders of using the Web to generate illicit profits, perhaps the highest-profile one was the S.E.C.'s suit last January against Yun Soo Oh Park, better known as Tokyo Joe. The commission said Mr. Park had operated a classic pump- and-dump scheme, buying shares of stocks that he would then recommend to participants in his chat room. As they rushed to buy, Mr. Park would sell, the regulators said.

Mr. Park is contesting the accusations.
