Cummings: If you're so big on vouchers, how come Bush and Cheney ain't? How come the dynamic duo either is (a) not talking about vouchers ... period or (b) couching the voucher concept in terms such as "it's strictly a local decision." Fact of the matter is the Repubs have no desire to rebuild inner cities or inner-city schools. Repubs' base of power is in the white burbs and it would be self-defeating to do anything to help inner cities or inhabitants thereof.
