GV - the tax boundaries unfortunately do not stick to zip code boundaries in many cases. So the lookup has to be based on Street lookup including street number. But that's not the end of it. People will sometimes use a different city name and as long as the zip code is right, they will still get their mail. An example I saw recently was of a number of people who used "Hollywood" as their city when their zip matched some other LA municipality. Those kind of problems make the database work harder.

One of the big direct marketers I worked with did a trial run of their delivery system with the tax program on and off. The program required more than 30% longer to run with the tax stuff on. At their present run rate, that process currently runs from close of business the day before shipments are scheduled, until about 30 minutes before start of the next business day. They felt that they would need to nearly double their computer horsepower to have an acceptable run time if they enabled the tax program, a cost of several million - so they decided to cross that bridge when they come to it.
