from what i understand, that's rarely the case. b/c of local laws and "not in our backyard" issues, i'm aware of many local ownerships of these assets. these local ownership interests are often "rolled up" and bought by a few national interests, but i don't believe vast quantities of the towers are owned by any of the large telcos. typically, FON, BLS or whoever, will contract with the tower providers.
