Gore prefers to pay down the debt. And if you believe that you're delusional... Proposing a HUGE health care entitlement system that rivals or exceeds their proposal in 1992 is NOT THE WAY to reduce the deficit. Taxes can be raised again (and not all the surplus goes to tax cuts, only a portion).. Government entitlement spending, once committed, CAN NOT BE CUT... It is GORE'S PLAN that is RISKY... not Bush's.. And you know it...
