From a reliability perspective my money would be on garden variety "swaying" fiber cable over a series of tower mounted Laser linked Terralinks (Terrascopes?) each pair aligned within a couple mrad. Isn't this the trade we were talking about? I don't think even swaying fiber cable will fatigue or fail should the power fail, lightning strike, fog or smoke set in or if it leaks and gets wet, freezes, overheats etc etc etc. duff
