Wouldn't it be possible that gangs would fall under "creed" due to the blood oaths and expressions of common beliefs that bind them together? Thus, members of one gang targeting members of another gang are targeting their "creed"... Why can't we make gang warfare fall under the term "Hate Crime".. After all, it's pretty clear they hate each other because of who they are... Is your definition of "hate crime" so narrow that it would not encompass gang violence?
