You shouln't lump all semis into the same boat. There is quite a bit of difference in the demand growth of CPU’s, for instance, Vs InGaAs based photodiodes, or 980 pump lasers. These are separate and distinct markets within the semiconductor sector, each with their own demand and supply curves, competitive barriers to entry, dominant firms, etc.

Further, these aren't trivial distinctions, the expertise that goes into making an InGaAs photodiode or 980 pump laser comes from decades of research and production learning curves. Therefore, the barriers to entry are quite high for a firm starting from scratch. Rockwell, by the way is one of the pioneers of GaAs research and production.
