A tower can handle all comers, but that isn't the problem with towers. The problem is when you get more than a few of them in proximity they have a horrendous problem with electromagnetic ghosts especially when the line of sight is blocked. It turns the spectrum into a tower of babble.

There are many other problems too, but it's probably better than satellites.
