SC, lots of good questions, but not much time for answers. One point is that a city may not deny a cable franchise to a second competing cable company who agrees to terms that are relatively equal to the incumbent cable franchisee. There is really no such thing as a guaranteed monopoly cable franchisee anymore, although economic reality will dictate that most places will not see a competing wireline based cable provider for many years.
