Exactly, assuming the demand remains intact. End user demand is the key as always. But I would not think Intel would postpone a fab if current demand lagged since it is future demand that matters. They got caught with their pants down so to speak in a similar situation this year, lacking fab space, and lost market share to AMD. My guess is that it will not happen again(at least within the next 3 years)
