Reagan signed the Garn-St. Germaine act which single-handedly caused the S+L debacle. It was championed by Donald regan and all the S+L owners who gave RR a tremendous amount of campaign contributions. It was allowed by certain Dixiecrats in congress like Texan Jim Wright, but the GOP had the majority.
