Yes, a lot of filipino contract workers were missing when the airport was finally completed. No one ever claimed to know what happened to them.
I don't recall any complain from Philipines. Maybe the workers went on to work for another projects. If there're something bad happened, like the accident while building Ching Ma Bridge, there'd be some major news on newspaper. No rumor here.

Hong Kong SAR has one of the richest savings in the world, just for rainy days... You remember Donald Tseng, the treasurer, he is one of the smart guy in the gov IMO. The Blue chip stocks the gov bought are being converted to funds for people to purchase. If there're another crash, well...actually Tseng has warned the people about the risk of the stock market.
