In our local paper, it says TCI is trying to get out of its commitment to install fiber locally. When the city council gave TCI a 10 year contract, TCI promised to convert to fiber (what part of the network this involved I can't tell from the story). Now TCI says that it wants to do a "digital installation" at a cost of $75 per household rather than $1000 for fiber. No explanation is given re. what exactly is entailed in these two options, except that the original contract specified fiber somewhere in the network and it was supposed to provide 550 MHz and 78 channels, whereas the 'digital' option will give 450 MHz and will require a set top box. TCI says it intends to service 75 - 90% of its subscribers digitally in the next year.

The reporter doesn't really explain what is meant by all of this, except for how many TV channels Joe Sixpack will get to watch.

Can anybody figure out what is meant by this, and what the impact might be on HLIT sales to TCI?
