The problem is that the term "affirmative action" is, in fact, tainted by association with quotas, set- asides, and timetables. Bush explained in detail the sort of outreach he did approve of, and where it might be applicable, not only in political appointments, but admissions and the awarding of contracts. He explained, for example, that he favored breaking up contract work into smaller parts to allow more bidding, and seeking out minority businesses, encouraging them to bid, and helping them with the process.
