I don't know for certain. Tentatively, I would lift sanctions, which seem to be ineffective and inhumane; I would periodically find a pretext for doing serious damage to his command and control network (by guided missile), until he didn't have any redundancy to fall back on; and I would rescind the ban on assassination, and have agents do anything they could to take him out.........
