Recruitment, for one thing. For example, newspapers like the Washington Post commonly go out of their way to participate in job fairs sponsored by black journalistic associations.

Some minority businesses are not familiar with the way in which government contracting is done, so seminars are sometimes offered to familiarize them with the bidding process.

I used to teach remedial math, long ago, in a community college. That, and remedial English, allowed numerous minority and poor students (not always the same) to mainstream into legitimate college courses, and many of them eventually transferred to four year institutions.

In the category of other: for example, it is not unusual for towns with more than one college/university to have consortia arrangements which permit those who might not have made the admissions cut in the more prestigious institutions to take classes there, and thus diversifying the effective student population.

Really, the ideas for implementation are not terribly hard........
