Gore has promised to balance the budget and pay down he debt every year. You will never hear Bush uttering that all-important promise. True if the economy slows neither will be able to afford some of their programs, including Bush's tax cut, but Gore has made the pledge and looked into America's eye and promised. This is not a "read my lips" type character. He will do as promised even if it means sacrificing a few pet programs.
