No I think you are underestimating Gore He will grab onto technology as a way to make the changes in the Federal government that need to be made to streamline its operations. By this I mean the type of use of digital identity technology being implemented in Germany and Ireland with their tax systems and the tying together of government systems with directory technology. What has held back the internet as a tool for efficiency has been the failure to develop secure individual ownership of identities and the association of property rights on the internet with individual identities as the basis of e-commerce. The government is no different from private enterprise in having a ton of data bases that cannot be connected to each other securely. Novell has much to offer.
