The HK people who hold BNO passports do not get any protection from the Brit government.

This is very true. I once had a "British passport" issued by the then Brit ruled H.K government, long before the BNO came about. I had to get a visa to go to England. Upon arrival, the immigration officer laughingly said "why did you have to do that?". What a joke!
