[NOTE: the below are federal statistics, as analyzed by the Justice Policy Institute] * African Americans get imprisoned in Texas at a rate 64 percent higher than the national average? * African Americans comprise 44 percent of Texas prisoners; 21 percent on probation and 27 percent in drug treatment programs...compared with Anglo prisoners who are 30 percent of inmates; 45 percent of those on probation and 43 percent in drug treatment programs. * 55 percent of Texas prisoners are locked up for non-violent crimes. The 89,000 non-violent crime prisoners alone would make it the second largest priosoner opopulation in the United States. The number of non-violent prisoners in Texas are more than the entire prison population of Great Britain which has 60 million people compared to Texas' 20 million. * In the 90's, Texas has imprisoned 98,000 of its citizens compared to 18,000 for the state of New York. But New York's crime dropped 21 percent compared to the crime drop in Texas, which was only five percent. * Texas has the most prisoners of any state in the nation. If Texas were its own nation, it would lead the entire world in percentage of its citizens incarcerated. How can Bush possibly be proud of this record?
