For me, the problem was related to just logging in.

Using the default cc.ini, it would prompt for the password, then do nothing and prompt again a minute or so later, forever.

Removing the first two servers from the INI, it wouldn't even prompt for a password. It'd just try to log in to each server, with no success.

I removed all of the servers and pasted in what you showed in your previous message. It failed a couple of times, and I'd go check the INI and it'd reverted back to the old one. Waiting several minutes before re-starting QC seemed to fix that part.

Once I did that, it finally got a good connection and seems to be running realtime.

It shows that I'm currently connected to mtnview-r02.quote.com:23100.

Oddly, that server isn't in my INI. But it's finally running for me.
