Actually, Scarecrow, I'd invoke what I call the Marijuana-Tobacco Trafficking Elimination Act. This would give the tobacco industry two years to transition from a tobacco pack-selling industry into a tobacco pouch-selling industry. People would be free to smoke, however they'd have to roll their own substances. It's my belief this would 'cause the amount of tobacco consumed to diminish.

Meanwhile, the tobacco industry gets a bone for making the transition by being able to sell small quantities of unrolled marijuana.

Meanwhile, folks would be free to grow their own substances and the tobacco industry could make money selling growing equipment.

Since loads of folks die from smoking and no one dies from smoking marijuana, such a policy makes sense.
