JC:

"The fact is MS decided that in addition to the law, previous consent decrees didn't apply to it. "

That is incorrect, the previous consent decree is directly applicable. That is how Win98 got released. Jackson wanted to enjoin it. That motion went directly to the C/A and the Court ruled that the consent decree APPLIED and that the integration of IE in 98 was allowed.

"Microsoft and Michael Milken have much in common. Not the government and Michael Milken"

That is correct, but your conclusion is incorrect. Milkin invented the Junk Bond and controlled the market. THERE WERE NO DEFAULTS ON ANY MILKIN JUNK BONDS. The Federal Banks wanted a piece of the profits of the Junk Bond Market. Junk Bonds were a way to finance a company without having to take out a loan. The only way they could do that is have Milkin thrown in jail; and, simultaneously turn on the propaganda machine. Then the Federal Banks were free to establish "Chinese Wall" relationships with their own investment Banks. Now, the Banks have had the laws changed, now they can issue their own Junk Bonds. But I am glad that you are "... pleased that govt wasn't able to be 'bought off' by MS."

Did it ever occur to you that Reg FD will be unenforceable againt a Federal Bank which has made a loan to a company AND has a Brokerage Company Subsidiary? You Sun guys have released a Genie which is very dificult to put back in the bottle.
