JC - well I don't qualify on your contrary money interest standard, but the judge who administered the settlement discussions has hinted pretty broadly that it was the government (the states) who were intransigent, and said that both MSFT and the DOJ were professional and focused on settlement. I guess the state AGs had not gotten enough press at that time to assure either higher political office or a cushy partnership somewhere, so they torpedoed the settlement.
