Being somewhat close to the construction industry I can tell you that skilled labor is in very short supply. Especially "skilled" labor. Wouldn't surprise me at all if Intel's contractors have been unable to deliver on time and have suffered some penalty for being slow to completion. Some might even have quit. Jim
