the HKSAR granted emergency loans to a number of people to ease the hardship.

You probably know more than I do in this regard ...

I have made an effort over the years to learn world history beyond what was taught in school

yeah me too ... I love to know more about some touchy subjects in the past ... for example, how Nazi cult is formed ... where the battlefields were in HK that I should avoid to go before I see ghosts ... how people lived their lives during wartimes ... how people were tortured in the past ... blah blah blah ....that kind of history which makes me feel lucky to live my life right now ...

I suspect what the Mainland wanted was Mandarin and English in HK

I guess not. Lots of high schools in HK are empahsizing more on Mandarin, even though the primary language they speak is Cantonese. English skill for young people is getting so bad that you can even find some grammar problems in exam papers. When I attended high school in HK, I didn't learn Mandarin, because there wasn't a requirement for graduation. But now I'm picking it up pretty well here in US by myself, since Mandarin is easier to learn and the pronunciation is quite similar to English.
