The budget deficit and the surplus was created by two factors: taxes on the top 1% and reductions of military spending Don't you think the Reagan era spending created the trillion dollar deficit in the early 1980's that we still pay for today? This nonsense of getting a 600 ship Navy was absurb and the money could have been better put to use elsewhere. Also the S&P bailout cost billions and didn't help the deficit either. Jack
