purchase on the open market would mean that shareholders suffer because they buy them at say $65 and sell them to an employee at $30.

If they print them it would mean that shareholders suffer because there is a dilution. DILUTION MATTERS! Some of the stock will be sold and hurt the share price. The fact of the matter is that you are betting on the fact that the stock will keep going up near term and insiders won't sell enough to hurt the demand for csco stock. If you were truly a long term investor you would have to consider the impact of this dilution.
