Maybe. I don't think it adds up to quite as much. In any case tax cuts are not government spending.

Under Bush's plan, however, less money will go to the military, education, social security and debt reduction so that people with millions will receive checks from the government for tens of thousands of dollars. Welfare to the wealthy.

The only reason that they might be getting checks is if they overpayed their taxes and are getting refunds. A tax cut is not welfare. Not taking away as much of your money is not equivilent to giving you a handout.
