Is your question: does he walk around depressed because a child of a poor family dies from lack of medical care ? My guess is no.

But if you ask is he the cause of shortages of medicines and medical supplies ? All I know is that with the same group ruling Iraq for 20 years prior to 1990, Iraq had the highest level of medical care in the middle east.

Very likely the same rulers have been stealing money all the time. It is not that money is in short supply for Iraq. As I said Iraq has $17 b in western banks. What is killing the children there is the blockade against medical goods.

Saddam has been in power since 1973. Despite a repressive and brutal rule, until 1990, Iraq had one of the lowest child death incidence in the middle east. So if you are looking for the objective cause of 5000 children dying each month from preventable causes, the most immediate cause is the blockade of medical goods.
