Really? You lived near a VA hospital? Well, my goodness, that certainly makes you the expert, doesn't it! I worked for Social Services in the 70s and served on the deinstitutionalization board in our community. I was in charge of the relocation and coordination of services for the released patients. The program was underfunded and poorly executed particularly in large metropolitan areas. As the programs and safety nets failed, the people gradually began to show up in the streets. This concept of lowering the inmate population was conceived in the 60s, with JFK, by the way. Reagan did little to improve the situation for several reasons, mostly financial, though he tried to put some stopgap measures in place. So go ahead and insult me all you like. All you did was show a strange determination to be ignorant and make yourself look rather loutish in the process.
