Rambi, While I agree that deinstitutionalization was begun before Reagan, he gave it a big boost, and I recall there was a large increase of street people after his call for the "liberation of those who were held against their will".

Of course my foster daughter's mother "should have been in some sort of sheltered environment". She wasn't though. She was incapable of making that kind of choice, or finding her way back if she did. Do you remember the bag lady that Gilda Radner played on Saturday Night Live? Her mother was in worse shape than that, but under the Reagan money saving plan, she was "set free". She was helpless, and had no advocate.

At some point it was obvious that Reagan had to admit that his plan failed. I don't recall him being quite so vocal about his failure as when he used the issue to what he thought was his political advantage though.
