Today I've heard several times that someone declared that the Internet was twenty percent built out. The Internet is twenty percent built out. Say what? I didn't know that the distance between here and the outer edge of space could be cut in fifths without getting sucked into a hole. I guess I was wrong.

Who was this individual or organization, and how did they come to this conclusion? Anyone?

I suppose it had something to do with the half-life of the average dot.com. Or, was it done on the basis of total POP potential, with the average user today still using pea shooters and straws to fetch their e-mail. Either way, wrong assumptions. What say?
