It is a simple fact that growth was robust under the Republicans, and the first couple of years under Clinton merely resumed the growth rates that had prevailed in the '80s. After the '94 Congress came in, about '95, growth accelerated, and as a result, we are looking at surpluses. However, if the Congress had not restrained Clinton's spending proposals, we would still be looking at deficits, very likely.......
