When memory bandwidth is the limiting factor, speed is measured as:

Speed=Memory bandwidth in bytes per second divided by the number of bytes to read per transaction

Since memory bandwidth is the same for Linux and Windows, the speed is directly connected to the number of bytes to read per transaction. How many bytes does the CPU have to read, when Microsoft IIS delivers a web-page from RAM? How much does Linux have to read? I bet open-source software has an advantage here over closed-source software.

By the way: Red Hat Linux 7.0 outperforms Windows 2000 Prof. many times on my 256MB RAM P400, that I use right now. I would even consider calling Windows 2000 slow. Windows 98 is pretty much faster on this hardware, but still not as fast as my Linux.
