Since the new site was released last summer, there have been Basic Members (even though we didn't have a name for them)... individuals who could register at the site and personalize portfolios, bookmark subjects, and so on. Basic Members have always been able to view profiles on the new site (but guests/lurkers can't).

I don't think this is a departure from past policy. Before the new site was released, you could get a free 2-week trial on Silicon Investor. During the trial you could view member profiles, public portfolios, and use other "members-only" features.
