There is a problem with your logic. You assume the consumer is educated. There is a real problem in this country with uneducated parents. The US government is not trying to rip them off. The public schools attempt to deliver education to kids whether or not their parents are educated enough to KNOW their children are being educated. Not so with a private system. I've seen great frauds in private schools, and in special education. And educated parent would probably eventually be able to figure out a good job wasn't being done - but that certainly won't be true of everyone. It may not even be true for the majority.
