Now that's the $2.2 trillion dollar question isn't it. It certainly did not come with "spend me" tag.

I quite frankly favor almost all of the surplus going to pay down the debt and not on a bunch of new spending programs. Did you happen to note in your Surplus post the amount spent for interest on the debt, if I recall it was about $12 billion. $12 billion buys a lot of Pampers. Over spending is what got us in debt in the first place and what happens when the surpluses slow down which they inevitably will.
Washington has never cancelled a social program once begun, so we will be back to deficit spending budgets. If they use fiscal planning and not the politics of largess, those interest payments could be put to good use a lot sooner.
