NTT's billions are surely a very big carrot. But, my guess is that this is all royalty rate related. It makes no sense to have Korean firms so entrenched in CDMA and pushing China in that direction to have the Korean teco cos. go w-cdma (has anyone made a w-cdma chip yet?). This has to be royalty related. has to be.

And, speaking of dangling carrots, why aren't there any us companies dangling any carrots anywhere?
