I think the important point about Bush's SS plan, which is conveniently glossed over by Gore and the media, is that people will have the opportunity to have significantly more retirement income than SS could ever provide, by investing in the markets. The plan is phased in so as to assure current retirees and those who are near retirement that they won't lose benefits, and to allow younger workers time to build their accounts and realize returns. It minimizes disruption and is quite brilliant, unless you believe that the government should be everybody's mommy and daddy. Wall Street should also love it.
