Downsizing is certainly appropriate at T.
They ought to start with Armstrong.

Downsizing is a possibility to cut costs, but
my point is that some telcos (T, WCOM) have
stated they _will_ reduce capital expenditures.

There is another issue: borrowing. The estimate
of bonds issued to cover existing network
buildup is approx. $200 billion. The bears
contend that this well is running dry.
