If they can't match the high end, they will be unable to do that. If they're fastest chip is a 1.3 and intel has a 1.7, then as intel shifts production, they will also have fastest mid and low end solutions. It might take a year for this to happen, but I think people largely overestimate the amount of time it will take for intel to shift primarily to p4.
