OT/Doug. That hits on one of the unusual tendencies of this Admin:

One constant that I've noticed keeps cropping up in one independent study after another is the extreme preoccupation with domestic political control to the point where even normal managerial common sense doesn't even enter the picture. Sure every admin has to recognize the political realities of giving some input to their core supporters. BUT the question is how far do you go with that? With Clinton/Gore it continually comes up as a top priority whether we are looking at foreign or domestic policy formulation and implementation.

This from your article served to illuminate just one more in a long list of areas where this same pattern has appeared throughout the tenure of this administration.

"African-Americans of known specialist expertise on Africa were ignored or marginalized in favour of African-Americans who could score domestic political points irrespective of their expertise or commitment."

Thanks for the article. It was interesting.
