IMO, the reason SK Telecom is stating their preference for W-CDMA is China Mobile.

With 60 million customers, China Mobile is by far the elephant of chinese carriers. This week they announced a roaming agreement between SK Telecom and China Mobile. China Mobile says they are going to upgrade to W-CDMA, SK says we will, too.

The roaming alliances set up now will be unlikely to be altered once set into place. If SK has to do the W-CDMA dance to lock up China Mobile, and possibly DoCoMo, it apparently will.

Whether or not it actually gets built...
