All this we will use WCDMA stuff is really meaningless for right now.

On the infrastructure side, even if you are building WCDMA like backbone, it may not matter in the future at all due to the convergence of the standards.

On the radio side, it is still some years away before the technology mature(if ever). And keep in mind if say after 3 years, SKT coming out say sorry this is not working so we will use 1xEv with the new spectrum. Who would stop them from doing so? All they have to do is switching what they already have in the old spectrum into the new territory.
