I don't know where you got the idea that August was the original publicized target. Willamette taped out very late last year, close to Y2K (interestigly enough). Going from tapeout to production in a little over eight months is asking for a little too much, especially for a brand new processor core w/ crazy features like the long pipeline and the 2x-clocked integer unit.

As you know, Intel often remains vague on specific project release dates because there's no telling what might pop up during the normal development process. The regular pattern at Intel is to be conservative publicly and aggressive internally. August might have been one of aggressive internal targets conjured up by management.
