JDSU was adamant about not getting into the nitty-gritty of its individual customers despite pointed questioning. My guess would be that, say, at least with respect to NT JDSU sales could go up without NT stockpiling. Straus emphasized in his opening remarks that he saw no inventory buildup among JDSU's customers beyond prudent supply-chain management.

JDSU delivers the components. But NT then faced problems on the installation side.

The real point that Josef, Jay and Tony were trying to make was that quarter to quarter sales are on an upward trajectory but that within any quarter-to-quarter sequence the 10%s and the up-and-comers exhibit slightly different levels of demand.
